How to create a TXT file on the client

How can I create a TXT file in different parts of the client? Can I use PHP to create a TXT file on the client end, such as 1.txt under the user's root directory? C:/1.txt, which contains "abc"

Is it impossible? To create a file, you can only create it on the server? Thank you!
