How to Create a Wi-Fi hotspot in Ubuntu.
Method 1: network manager
You can use the network manager that comes with Ubuntu to set it.
Step 1 open the network settings of the system and open the network connection. Click the bottom edit link, and then click Add on the right to add a wireless network;
Step 2:
Enter the Link name at will in Wi-Fi.
Enter an SSID, which is the wireless Identification name issued by the computer.
Select Ad-hoc in the mode column;
Step 3:
Switch to the wifi Security tab. In security, select WPA and wpa2. Enter the password in the password.
Switch to IPv4 settings, and select share with other computers in the Method
Switch to IPv6 settings, and select I ignore in the method.
Step 4:
Finally, click Save to save the network. Connect to the network you just created and open the hidden network. Select the network you have created and connect to it. Note that this wireless connection is used to share the network on the current computer, so please connect your broadband or something before that.
OK. This wireless network can be found on other laptops or windows tablets. But .... Android mobile phone may never be found... It seems that the Android system does not support Ad hoc.

Method 2: ap-hotspot
The specific method is as follows: Use ap-hotspot to create a Wi-Fi hotspot, instead of using Ad hoc. Enter:
$ Sudo add-apt-repository ppa: nilarimogard/webupd8
$ Sudo apt-get update
$ Sudo apt-get install ap-hotspot
$ Sudo ap-hotspot configure // This step will check the ubuntu network and WIFI interface. After confirmation, you will be prompted to configure the hotspot and enter the ssid and password.
$ Sudo ap-hotspot start
Now, the Android phone is successfully identified and connected.
