How to embed PHP code in C + +

Looked for a lot of information, but did not find satisfactory.
After configuring the PHP environment, there is no SAPI folder, only the Dev,ext,extras and Pear 4 folders, so there is no Php_embed.h header file included.

Since php5.3.6, the ISAPI module is no longer available at Microsoft's request.
Note: The upcoming PHP 5.5 does not support XP and window2003.
This should be fully taken into account when doing the application
