How to specify encoding issues for the jar package to run in batch processing

Wrote an XML (XML format for utf-8) into a JSON project in Java, after the jar package (I custom as Run.jar), wrote a batch run.bat. The contents are as follows:

Java-jar Run.jar

Pre-run or no problem, but later in the XML added Chinese, it began to error, but in eclipse to run the Java project, it is no problem (my Eclipse project format is utf-8).

Originally, it is also possible to specify the encoding of the runtime environment of the jar package in the batch process, the code is as follows:

Java-dfile.encoding=utf-8-jar Run.jar

OK, now the operation will not error, although in DOS look, it is still garbled, but when you open the generated JSON file, Chinese is normal.
