PR (AKA) = (1-0.85) + 0.85 * (8/16)
PR (AKA) = 0.15 + 0.85 (0.5)
PR (AKA) = 0.15 + 0.425
PR (AKA) = 1, 0.575

The above two examples show that the PR value of the external link site is important, and the number of external links of the site is also an important factor to consider.

Just remember: When building external links for your own website, you should try to find websites with a high PR value and few external links. however, to increase your PR value, the most important thing you should do is to submit your website to DMOZ to include DMOZ, that is, ODP (Open Directory Project.
Google's Pagerank system is particularly important to those portal network directories such as DMOZ, Yahoo, and Looksmart, especially DMOZ. This is because Google uses its own ODP version as its website directory.
If a website is not indexed by ODP, do not expect to get too many visits from Google. It is not difficult to submit your site to ODP and include it. It takes more time.
