If you are using Windows Vista as your "Management Desktop", you need to install and run the remote server management tool RSAT to manage ActiveDirectory, network services, GroupPolicy, and so on. This is because Windows Vista does not have similar management tools to manage various operations.

However, this cannot be completely said. Microsoft decided to include the Group Policy Management Console (GPMC) into the Windows Vista operating system. If this is the case, you may wonder why there is no GPMC shadow in Windows vistasp1 ?! This is because GPMC has been removed when you install WindowsVistaSP1.
