What is the WIN8 developer license?
Once you have developed an application, you must package the application and certify it according to specific rules before you can put it in the Windows store. If your application is not certified by the Windows store, the application cannot run on Windows unless you have a developer license installed on your local computer, or your company has loaded the application to your computer. (A side load is the process of installing an application that is not distributed through the Windows application store and is typically used to test the application before it is ready for sale.) )
That is, using the developer license for WIN8, you can install, develop, test, and evaluate these applications before you test and certify your application in the Windows store.
The developer license is free, and if you already have a Microsoft account, you can download it as needed. There is no limit to developer licenses, but there is a time limit, and when a developer license on the local computer expires, you will not be able to run an application that is not authenticated, but you can continue to run desktop applications or Windows store applications that are loaded next to your computer.
There is no need to use an application store account to obtain a developer license, but having such an account may bring some benefits. For example, if you have a Windows application store account, you can qualify for a longer period of time using a developer license.
Obtaining developer licenses from Visual Studio
When you first run Microsoft Visual Studio 2012 on your local computer, you are prompted to obtain a developer license. Please read the license Terms and click "I agree". In the user Account Control (UAC) dialog box, click Yes to continue. After you install a license on your local computer, the system does not prompt again on that computer. You can renew your developer license at any time using the Visual Studio IDE.
Visual Studio Express for Win8 version users, click the Application Store > get developer licenses, other Visual Studio 2012 version users, click the Project > Application store > Get the developer license.
Obtaining developer licenses from a command prompt
You can also obtain and manage a developer license at a command prompt by running the following command in Windows PowerShell:

1.show-windowsdeveloperlicenseregistration. This command opens a dialog box from which you can obtain a developer license and install the license on your local computer. To run this command, you must have a valid Microsoft account. You must run this command at a command prompt with elevated privileges.
2.get-windowsdeveloperlicense. This command returns an object that has two properties: Expirationtime and IsValid. Expirationtime is a System.DateTime structure that contains the date and time when the license expires. IsValid is system.boolean to indicate whether the license is valid. You can run this command either by a non elevated Command prompt or by a command prompt with elevated privileges.
3.unregister-windowsdeveloperlicense. This command warns you that some Windows store applications will stop running if you remove a developer license from your local computer. If you select Yes (the default) to confirm that you want to remove the license, the license is removed from the local computer. You must run this command at a command prompt with elevated privileges.
Fraudulent use
Microsoft can detect fraudulent use of a developer license on a registered computer. If Microsoft detects fraudulent use or other breaches of the software License Terms, your developer license may be revoked.
Microsoft will not monitor the use of applications that have been certified by Windows application stores. Microsoft collects analytical information about the applications sold in the application store and provides the analysis information to the developers who created them.

Risk
If you have a developer license, you can run the Windows App Store that has not yet been tested and certified by the Windows Store application, but you will not be protected by the authentication provided. A computer that installs a developer license has a greater risk of contracting a virus or malware than a computer that is installed only through the application store.
If you have successfully installed the developer license, you can then choose the programming language and start creating your first Win8 application.
