B2 formula:

=LEFTB (A2,searchb ("?", A2)-1)

C2 formula

=MIDB (A2,searchb ("?", A2), 11)

In fact, there is a quicker way than this, and there is no need for any formulas or functions. Just adjust column A to the width of 4 characters, and then execute: Start-fill-justify
