Prerequisites for reproduction:

Concurrent Programs whose output format is "text": Valid responsibilities and users.

How to add a line of "File Format" as "text" to "File Format" in "System Administrator" installation "browser options" when viewing the output, select "MIME type" and "Description" and select "File Format" as "Excel.

The EBS must have a simplified Chinese Language installed so that "valid responsibilities and users" can have Chinese characters.

Submit the "valid responsibility and user" request, click "view output", and select "Microsoft Excel" for "view program" to see the xls file with garbled content, if the xls file name contains Chinese characters, the file name is garbled.

Solution:

Change the value of the "FND: native client encoding" location layer of the configuration file to "ZHS16GBK.
