The Oracle client of any current version cannot be installed normally on Windows 7 of any version, mainly because the operating system version in the prerequisites for Oracle installation is not met, however, you can modify the refhost in the Oracle Installation source file. xml configuration file.
First, go to the Oracle official website to download the 32-bit or 64-bit Oracle Installation Package for Microsoft Windows. Find refhost In the extracted folder. open the refhost. in the xml configuration file, find the <certified_systems> node, add the following content to the end of the node, and save it:

2. Microsoft loopback adapter is not configured as the system's primary network adapter
1. Open the control panel and click "hardware and sound;
2. In the devices and printers group, click the Device Manager option;
3. Right-click the first node of the Device Manager (that is, the computer name of the computer) and select "add obsolete hardware" to open the "add Hardware" Wizard;
4. Select "Next" to continue;
5. manually select the hardware to add;
6. Select the hardware type to be installed: network adapter;
7. select Microsoft as the vendor on the left side of the network adapter panel, and the related adapter types are listed on the right side. select Microsoft loopback adapter (Microsoft loop adapter) and click Next;
8. after the hardware is added, you will find a new "Local Connection" using the fake "Microsoft loopback adapter" (because the hardware is not connected at all, just lie to Oracle ).
