Workaround 1: (Set page encoding)

Workaround 2: (Use Notepad to change the actual encoding of the file)

Copy the source file code all to Notepad and then "Save as 1.html" and choose UTF-8 Encoding when you save it.

Workaround 3: (Modify the Web. config file)

Add <globalization requestencoding= "Utf-8" responseencoding= "Utf-8" to Fileencoding= "Utf-8" in Webconfig/>
