Today, I encountered another computer and failed to download the file. The prompt is: the requested site is unavailable because the file cannot be downloaded. Once upon a time, the system was reinstalled if it could not be solved.
In any case, the system cannot be easily reinstalled this time.
Setting both the IE Security and advanced options are default and reinstalling ie cannot solve the problem. The autoruns check does not find any BHO installed, and the protocols are also normal. In the past, I used the IE endpoint resume tool and could not download it. An HTTP 400 error will be prompted, but I haven't found a proper solution for Google for a long time.
I took out the commonly used deltemp. BAT and cleared the temporary files. I didn't expect that the IE download would be back to normal.

Rd "% USERPROFILE %/Local Settings/Temporary Internet Files"/Q/s
We found that when executing rd "% USERPROFILE %/Local Settings/Temporary Internet Files"/Q/s, we waited for a long time. It is estimated that there are too many temporary files on the Internet, therefore, files cannot be downloaded.
