Because "Allow active content to run in files on the local machine" and SWF files are on Internet or Intranet web pages rather than local file systems, to enable "Allow active content to run in files on the local machine", you can also directly open ActiveX-based activity content such as SwF in the network in IE7. Use the following solution.

1. Start-Run regedit
2. Find the following registry key
HKEY_LOCAL_MACHINE \ SOFTWARE \ Microsoft \ Internet Explorer \ main \ featurecontrol \ feature_block_lmz_script
(If not, create feature_block_lmz_script in featurecontrol)
3. Create a DWORD Value in feature_block_lmz_script
4. In the DWORD Value named iexplore.exe, and then press Enter. The default value is 0.
5. Close the Registry Editor and re-open IE.
