Let's make sure that IE browser settings are correct. Click "Alt+t" on the keyboard, clicking Internet Options.
On the General tab, click the Settings button.
Verify that when you encounter a pop-up window, select Always open the pop-up window in the new tab; Open the link from another program at the following location "Select the new tab in the current window."
If the problem persists, please look down.
Create a new user account with administrator privileges to see if there is a problem with the new account? If the problem persists, it is likely that registry modification permissions are disabled, causing IE settings to not take effect.
If the new account is normal, then go back to the current problem account. Click "Win+r" to bring up the Run Command box, type the command regedit.exe, enter, open Registry Editor (if the User Account Control window pops up, allow to continue)
Key value found: Hkey_current_usersoftwaremicrosoftinternet explorertabbedbrowsing
Right-click on the tabbedbrowsing item and click on "Permission" to confirm whether the current user has full control of the key value, if not, give permission first (specific operations, please refer to article 2386961 to take ownership of the steps).
If the permissions are fine, find popupsusenewwindow from the Right Detail window, double-click to open, and modify the value to 2.
Then, double hit opens the Shortcutbehavior and modifies its value to 1.
Quit Registry Editor after saving changes. Check to see if the problem is solved now? This method also applies to IE8 browsers.
