When the PEARDB Library is installed in Ubuntu, an error is reported. Please help solve the problem of Ubuntu 14 operating system. pear is successfully installed. But an error is reported when you execute the pear install DB-1.7.14.tgz:

Root @ von242523900:/var/www/html # pear install DB-1.7.14.tgz
Cocould not extract the package. xml file from "DB-1.7.14.tgz"
Install failed

The pear version is as follows:
Root @ von242523900:/var/www/html # pear version
PEAR Version: 1.9.4
PHP Version: 5.5.9-1ubuntu4
Zend Engine Version: 2.5.0
