  1. On Windows Server, make sure that IIS has the two features of "WebDAV publishing" and "Management Services" installed.
  2. Web Platform Installer Install Web Deploy 3.5 (Do not install Web deploy 3.6, I am using Windows Server 2016 test, the installation will be error)
  3. After opening the management Service, tick "Enable Remote connections". If your dialog box is grayed out, you'll have to stop the Web Management Service (WMSVC).
  4. If all is well, then after right clicking on your website, there should be one more "Configure Web Deploy Publishing ..." in the Deploy menu.
  5. To add IIS Manager users under IIS
  6. Under IIS administrative permissions for the site, select the user you added above
  7. Does your firewall allow port 8172
