Step 1

Use the line segment tool to draw a straight line along the central axis. Select all triangles and use the composite Path Tool (ctrl + 8). Select the composite path and the elliptical shape, and use the path finder> minus the front.
Repeat the preceding steps to add the feather boundary to the remaining two elliptical copies. The central axis on the feather can be used as a reference for the position pointed by the triangle on the feather. Hide the axis.
Step 3
Copy the three feathers to adjust the remaining two tones. They are: dark, moderate, and bright.
Align the shape of three tones in the center using the align panel tool. The light color is at the bottom, and the middle is a dark tone. The top is a moderate tone.

Use the free deformation tool (E) to narrow down three mid-adjusted sizes. Then it is vertically aligned with the center of the respective groups to align the center, center, brightness, and top.
Use a free deformation tool to draw a bright image, which is higher than the hidden bottom border.

Use an artistic brush on the water drop thread to reduce the stroke to 0.25pt in a small circle.
