In most organizations, explicit management structures work around urgent-important events. Therefore, such organizational structures tend to focus less on non-urgent-but-important events, these events are often the key to agile teams. Therefore, we should consider building specialized virtual task teams (or COE) outside the existing architecture ), led by enthusiastic developers and testers, this can avoid the problem that the current management system is busy, but the team is still dedicated to optimization. These COE lead are potential back power in the future, this is also conducive to stimulating the enthusiasm of the underlying team, but it is a challenge to deal with the relationship between the existing management system and the existing management system.
