Total expenditure on research and experimental development (R & D) in the whole society reached 371 billion yuan, an increase of 70.7 billion yuan over the previous year, an increase of 23.5%, a ratio of 1.49% to GDP in the current year, it hit a new high in history. The national expenditure on science and technology amounted to 211.4 billion yuan, an increase of 42.5 billion yuan over the previous year, an increase of 25.2%, accounting for 4.25% of the national expenditure in that year, the highest level since 1998.

Of the total expenditure on research and experimental development (R & D) nationwide, the expenditure of various enterprises is RMB 268.2 billion, that of government departments is RMB 68.8 billion for research institutions, and that of colleges and universities is RMB 31.5 billion, the proportion is 72.3%, 18.5%, and 8.5% respectively. The proportion of enterprises increased by 1.2 age points over the previous year. The investment in technological innovation of enterprises has been further consolidated.

In 2007, China's science and technology investment continued to grow steadily. R & D investment in research and experimental development of the whole society is increasing, and investment intensity is hitting a new high. The national expenditure on science and technology continues to increase, the proportion of the country's financial expenditure reached the highest level in the last decade.

I. Expenditure on research and experimental development (R & D)

In 2007, the total expenditure on research and experimental development (R & D) nationwide was 371.02 billion yuan, an increase of 70.71 billion yuan over the previous year, an increase of 23.5%. R & D) the investment intensity (the ratio to GDP) is 1.49%. Per capita expenditures calculated by study and test development staff (full-time workload) were RMB 0.214 million, an increase of RMB 14 thousand over the previous year.

By activity type, the expenditure on basic research is 17.45 billion yuan, an increase of 12% over the previous year; the expenditure on application research is 49.29 billion yuan, an increase of 0.8%; the expenditure on experimental development is 304.28 billion yuan, an increase of 29%. The expenditures for basic research, application research, and experimental development account for 4.7%, 13.3%, and 82% respectively.

According to the execution departments, expenditures of various enterprises are RMB 268.19 billion, up 25.6% from the previous year. Expenditures of government departments and research institutions are RMB 68.79 billion, up 21.3%; expenditures of higher education institutions are RMB 31.47 billion, an increase of 13.7%. Expenditures of enterprises, government agencies and institutions of higher education account for 72.3%, 18.5%, and 8.5% of total expenditure respectively.

According to the industrial departments *, the investment intensity of R & D in the eight major industries (compared with the main business income) exceeds 1%. Specialized equipment manufacturing is 1.95%, pharmaceutical manufacturing is 1.82%, general equipment manufacturing is 1.53%, electrical machinery and equipment manufacturing is 1.42%, transportation equipment manufacturing is 1.41%, and rubber manufacturing is 1.28%, the manufacturing of communication equipment, computers and other electronic equipment is 1.15%, and the manufacturing of instrumentation, culture, and office machinery is 1.03%.

Research and Experimental Development by region (R & D) the expenditures of over 10 billion yuan are in 12 provinces (cities) in Beijing, Jiangsu, Guangdong, Shandong, Shanghai, Zhejiang, Liaoning, Sichuan, Shaanxi, Tianjin, Hubei, and Henan ), A total expenditure of 299.46 billion yuan, accounting for 80.7% of the total national expenditure.
