In 2007, China's science and technology investment continued to grow steadily. R & D investment in research and experimental development of the whole society is increasing, and investment intensity is hitting a new high. The national expenditure on science and technology continues to increase, the proportion of the country's financial expenditure reached the highest level in the last decade.
I. Expenditure on research and experimental development (R & D)
In 2007, the total expenditure on research and experimental development (R & D) nationwide was 371.02 billion yuan, an increase of 70.71 billion yuan over the previous year, an increase of 23.5%. The expenditures for basic research, application research, and experimental development account for 4.7%, 13.3%, and 82% respectively.
According to the execution departments, expenditures of various enterprises are RMB 268.19 billion, up 25.6% from the previous year. Expenditures of government departments and research institutions are RMB 68.79 billion, up 21.3%; expenditures of higher education institutions are RMB 31.47 billion, an increase of 13.7%. Expenditures of enterprises, government agencies and institutions of higher education account for 72.3%, 18.5%, and 8.5% of total expenditure respectively.
According to the industrial departments *, the investment intensity of R & D in the eight major industries (compared with the main business income) exceeds 1%. Specialized equipment manufacturing is 1.95%, pharmaceutical manufacturing is 1.82%, general equipment manufacturing is 1.53%, electrical machinery and equipment manufacturing is 1.42%, transportation equipment manufacturing is 1.41%, and rubber manufacturing is 1.28%, the manufacturing of communication equipment, computers and other electronic equipment is 1.15%, and the manufacturing of instrumentation, culture, and office machinery is 1.03%.
