Problem description:

Node 1, node 2, and node 3 are disconnected at the same time. As a result, node 1 and node 2 are started normally, when the vip of Node 3 starts on its own node, an error is reported, while the vip of Node 3 starts normally on other nodes.

Note: node 3 is only loaded into the cluster.

Oracle rac single-node vip cannot be started

One possibility is that your VIP is on the second node... In this way, you can use VIPCA or manually modify the corresponding IP address.
Another possibility is your OCR problem. Use the srvctl config database-d command to view the database status and check the corresponding status .. Check whether shared storage is mounted successfully!
 
Question about Oracle RAC crs-vip drift

This is a bit strange to you. Generally, two VIPs are on one node. Here, the positions of the two VIPs are changed.
Although you still cannot determine why this is the case based on your information, you can try the crs_stop and crs_start commands to disable vip and restart vip resources on the correct node. Then you can start the listener.
