In Windows XP, click the Start menu, and then rest the mouse pointer on all programs, and all programs do not have an automatic pop-up menu, but instead click "All Programs" to display their menus. Also, if you want to open a submenu in all programs, you can also click to display submenus. This article describes how to automatically eject a menu from the Start menu in Windows XP.
Operation Steps
Right-click "Start" and select "Properties". As shown in the Figure 1 property:

In the Taskbar and Start Menu Properties window, tap the Start Menu tab, and then tap the Customize button. As shown in Figure 2, the customization shows:

In the Customize Start Menu window, click the Advanced tab, and then select the Open submenu when the mouse is stopped check box, and then click OK. As shown in Figure 3, customize the Start menu:

Go back to the taskbar and Start Menu Properties window and click the OK button in Figure 2.
Now, when you click Start, and then rest the mouse pointer on all programs, the All Programs menu pops up automatically, as well as clicking on the submenu of all programs and the menu automatically pops up. As shown in all of the programs in Figure 4:
