Yesterday morning, the "2008 China government website performance evaluation results announcement" sponsored by the Ministry of Industry and Information Technology and hosted by the China Software Evaluation Center was held in Beijing. For a long time, many government websites have been controversial due to the problem of "chicken ribs": some local governments do not pay attention to network construction and do not want to close it. The masses cannot see valuable information on government websites, these websites gradually become authentic "chicken ribs websites ". Zhang Xianghong said that he also noticed this problem.
According to a recent survey entitled "How much do you expect from government websites" in China Youth Daily, million users are not satisfied with government website services. Zhang Xianghong believes that the reality is not so pessimistic.
"According to our performance evaluation results, there are still many problems. However, if compared with the past, for example, seven years ago, the progress of government websites was huge, and great progress had been made in information openness, humanization, and interaction ." Zhang Xianghong said.
Zhang Xianghong put forward five suggestions for strengthening content construction of government websites from the industry perspective: 1. Enrich content and improve quality. That is to say, the content cannot be rigid, and there must be a model and routine to promote it; second, information disclosure, a directory of information disclosure must be developed to increase the integration of administrative and social resources; third, emphasize interaction and enhance practicality; fourth, establish institutional protection, which is also the root cause of poor government websites; and fifth, strengthen publicity.
In the five suggestions above, Zhang Xianghong believes that the content is the most fundamental element, and solves the readability of the content, and the page's "dull" problems are easily solved.
Zhang Xianghong also revealed that in 2006, the industry authorities proposed a "three-step" plan for the development of Chinese government websites, believing that the government websites will inevitably go through three stages.
"1. In the technology-oriented phase, we can solve the problem of websites from scratch. This was a long time from 1996 to 2005. At this stage, we are engaged in website development. Leaders with high awareness are specially invited to develop websites for some companies. At this stage, government websites are all engaged in software vendors and system integrators, the problem at this stage is that the website content is too poor and boring. It is all files, activities, and speeches, but it cannot be denied that this stage is very important and solves the problem of qualitative changes from nothing to nothing. 2. Content-oriented stage, this is from 2005 to 2012. In this phase, the website content quality is gradually improved, instead of focusing on technology, but on rich content, especially in serving the masses and communication. 3. Service orientation stage, this is after 2012. This stage is characterized by the fact that government websites can provide personalized needs for different groups and audiences to make your life easier." Zhang Xianghong told Sina Technology.
In February last October, a website made by its staff by the yizang township government in Hanshou county, Hunan province, was once heated up due to issues such as too fancy page design and was ridiculed by netizens as "the best cattle township government website in history ". Under public opinion pressure, the website was once closed. With the help of a local network service platform, the local government re-created an ordinary page with the style, and many netizens called it "unreadable ".
