The WebPart Cab file has two installation locations.
First, install it in the bin folder of the root directory of the website, and second, install it in the Global Assembly Cache (GAC.
The WebPart installed in both methods can be dragged to the WebPart page through IE on the webpage, and can be used normally. However, FrontPage usage is different. The webpart installed in the root bin of the Website Cannot be dragged to the WebPart page through FrontPage. SharePoint will prompt that the webPart is not registered securely. Only webparts in GAC can be dragged using FrontPage.
Install the WebPart Cab package with stsadm

Install the Web part package in the Global Assembly Cache (GAC. Only Web part assembly with a strong name in the Web part package is installed in GAC; all other assembly is installed in the Bin directory of the virtual server. |

Force Stsadm.exe to rewrite the installed Web part package. If the specified Web part package on the command line already exists on the server, you can use this switch to rewrite the package. |
-Filename |
Force Stsadm.exe to use the. cab file specified by the path on the command line. |
