Inpreferqualityoverspeed recommended when decode jpg in Android

In the Bitmapfactory.decodebitmap method, one of the parameter bitmapfactory.options is inpreferqualityoverspeed: If set to true, the picture quality is better and the loading time is slightly longer. The default is False.

After testing, it was found that the effect on picture quality was obvious. We recommend that you set the image-sensitive app to true.
