The first step: confirm the Python version on your computer. then download the corresponding. whl file download

Step two: https://www.lfd.uci.edu/~gohlke/pythonlibs/#pyqt4上下载对应版本版本的. whl file. For example, cp-27-cp27m is the python2.7 version. If you want to download python3.6 and the computer is 64-bit, you need to download PYQT4-4.11.4-CP36-CP36M-WIN_AMD64.WHL. When installing the program will go to the corresponding Python version, if you do not select the correct version of the program, you will be prompted

*.WHL is not a supported wheel on this platform

Step three: Copy the WHL file to the scripts directory where the Python software is installed, and then the command line into this directory to execute PIP3 install PYQT4-4.11.4-CP36-CP36M-WIN_AMD64.WHL installed successfully
