The reason is as follows:

The sdk I used is in version 2.2. Some things may be different under the tools Directory, which is generally caused by the lack of file ADB. The solution is as follows:

Copy the ADB, adbwinapi. dll, and adbwinusbapi. DLL files under the platform-tools directory to the tools directory and try again to solve the problem.
