After accessing the first link to download the compressed package, unzip the two DLLs into the plugins folder of the IDA installation directory, and copy the Skins folder directly to the IDA installation directory and re-run IDA. You can find the Skinplugin option in the Plugins submenu of the IDA Edit menu, then select the appropriate theme in the window after clicking.
