Installing Ruby on Rails on Windows systems

Download the installer online railsinstaller-3.1.0 after automatic installation

The following error occurred

View Gem version information It feels like the version is too low so I want to update the gem

Personal opinion is because the company or the national network of the shielding caused the update cannot be downloaded

Solution (I rookie, do not know the meaning of this command, feeling is to change a way to update, have the great god please advise thank you)
