Since the beginning of the 1990 's HTML was invented the style sheet appears in various forms, and different browsers combine their own style language, which readers can use to adjust the way the page is displayed. 1994 Hakun made the original proposal of CSS. Burt Posse (Bert Bos) was designing a browser called Argo, and they decided to work together to design CSS.

There had been some suggestions for stylesheet language, but CSS was the first to have a "cascade" idea. In CSS, the style of a file can be inherited from another style sheet. In some places, the reader can use his own preferred style, in other places it inherits, or "Cascade" the author's style. This cascade of ways allows both authors and readers to flexibly add their own design and mix their hobbies.

Hakun the CSS proposal for the first time in a meeting in Chicago in 1994, and in 1995 he demonstrated the proposal again with Persia. The consortium was just set up and the consortium was interested in the development of CSS, and it organized a seminar. Hakun, Persia and others (such as Microsoft's Thomas Relden) are the main technical directors of the project. By the end of 1996, CSS has been completed. The first version of the December 1996 CSS requirement was published.

At the beginning of 1997, the Chris Riley organized a working group dedicated to CSS, with the head of the consortium. The Working Group began to discuss issues not covered in the first edition, with the result that the second edition of the publication was requested in May 1998. Until 2004, the third edition had not yet been published.
