Create User  by Password -- username The name of the user created -- Password The password of the user created

Second, assign permission

Grant  to username -- username The user name to be assigned permission -- grant permissions to connect (connection permissions), resource (Operation permissions)

If you want the user to have the highest privileges, use the following statement:

Grant  to username -- username The user name to be assigned permission -- assign the user the highest privileges

Third, the user unlocks

Alter User Username Account Unlock -- User Unlocked -- username the user to unlock
