New members do not have the veto power

The "Celebrity group" composed of 16 former political figures is itself a representative of the interests of all countries. The draft report is also a compromise between the interests of all parties. Therefore, both options proposed this time agree to increase the number of Council members from the current 15 to 24.

Solution 1 is to add six permanent seats and three non-permanent seats. Africa and the Asia-Pacific region each have two permanent places, and Europe and the Americas each have one permanent place; this suggestion is in line with the desire to help each other and strive to become a permanent member. They are the "Four Nations group"-Germany, Japan, Brazil and India. It is expected that the four countries will not express their dissatisfaction with the suggestion that the Security Council's new seats have no veto power, but such a result is already very favorable for them. They will urge the adoption of the scheme.

Solution 2 is to add eight "semi-permanent member" seats with a four-year term and re-election, and one non-permanent member seat, each of the four regions, namely, Europe, America, and Asia Pacific, receives two "semi-permanent" places. The second set of plans is based on the requirements of the "coffee club" consisting of 12 countries, including Italy, Pakistan, and Mexico, which are opposed to increasing the number of permanent Council members, they only want to increase the number of non-permanent members. Because their strength is insufficient to confront the "four-nation group", they also hope that they can play a role in the Security Council and can only adopt a policy of limiting power.

However, these new Members do not have the right of veto. That is to say, the one-vote veto will continue to be enjoyed by the current five permanent Council members of the China, Britain, France, Russia and the United States. The Security Council will not undergo "revolutionary" changes.
Japan hopes to get rid of the burden of World War II

On the surface, no matter which solution is used, it only divides the number of places in the region. However, the report also sets the criteria for becoming a permanent member. First, the countries that have made the greatest contribution to the United Nations in the financial, military, and diplomatic fields are given priority; second, the expansion of the Security Council should take care of the interests of the developing countries that account for the majority of the United Nations Member States and add permanent members from developing countries. The report also says, the membership dues paid to the United Nations are among the top 3 in each region, the top 3 in each region for United Nations peacekeeping operations, and the voluntary participation of all regions in the United Nations activities the three active countries should be prioritized during the expansion of the Council.
