Java specification is not one of them, but there are many kinds, such as Java code specification, Java naming specification, Java Virtual Machine specification, and so on, even a coding specification has many kinds, different companies, organizations, individuals, etc. may vary.

Java Standard

Since Java was invented by Sun, the default is for sun to control specific standards, such as the standard class library JDK.

The standard is conceptually unique, for example, Sun's JDK is not necessarily the best, but everyone, all companies, all organizations default to it as the core, all recognize his status.

Conceptually unique, but sometimes not just one, such as an IBM version of the JDK in addition to the sun JDK

PS: In addition to the Sun JDK, most of the time the Java Standard or Java specification is a meaning, anyway, I did not find any other difference.
