JSP fix mysql net start MySQL startup, prompting for system error 5 denial of access issues

Running net start MySQL under DOS!!! Prompt for system error 5; Access Denied! Just switch to admin mode to start up.

So we have to run the CMD program as an administrator to start MySQL.
