After several days of research, I finally got it ready.
Cause: the version of the SQL SP4 patch on the server is 8.00.203 Service Pack 4. This version of sP4 does not solve this bug (the problem in the main post ). see http://www.aspfaq.com/sql2000builds.asp SQL patch Fix Bug list.
Solution: download the latest SQL SP4 patch version 8.00.2282 SP4 and the patch number KB960083.
