I downloaded the net 4.7 offline installer and did a fix and reboot (Sfc/scannow). Again Windows Update, it finally installs!

NET Framework 4.7 WPF functionality relies on D3dcompiler_47.dll. This d3dcompiler_47.dll does not exist by default in Windows 7 SP1, Windows R2 SP1, and Windows 2012 operating system platforms. Therefore, these operating system platforms require installation of D3dcompiler_47.dll to make the. NET Framework 4.7 WPF functionality work as expected.
