method One : Put in <!--saved from Url= (0014) about:internet-->
Adds a saved from URL annotation to the local HTML file to indicate that Internet Explorer applies settings for other zones to HTML content on the local computer. For example, add a "saved from URL" annotation to a local HTML file so that the HTML file can be assigned to an Internet zone instead of the Local Machine zone.
If the Web page needs to run ActiveX or script, and they are located outside the client, (or unpublished items). Then you can add this comment statement, IE certainly will not ignore him, IE will follow the URL he pointed out to find the location of the script. The purpose of this sentence is to have Internet Explorer use the security settings of the Internet zone instead of the Local Machine zone's settings.
Please refer to Microsoft's documentation for details.
