%util is the percentage of waiting IO. The hard disk can affect the performance of the CPU. If the hard drive is slow, it will certainly affect the performance of the CPU, and the CPU is no longer fast.
I have seen%util is 99%, which indicates that the disk IO is severely inadequate and can only be replaced at the end.
The disk is busy to see which process is reading and writing. Use Iotop to view.
This command does not need to be installed.
