Locate the registry key (start-and-run->regedit) and locate the following location:
[Hkey_local_machine\software\macromedia\flashplayeractivex\safeversions]
Remove the version key value that is higher than the version you want to install.
For non-IE browser methods:
Locate the registry key (start-and-run->regedit) and locate the following location:
[Hkey_local_machine\software\macromedia\flashplayer\safeversions]
Remove the version key value that is higher than the version you want to install.
