Master DB can only do full backup

Today when doing a differential backup, I find that master db can only do full backup because master can only be in the recovered state and cannot be in the NORECOVERY (recovering) state.

You can have perform a full backup of the master database. Use a BACKUP database to the entire master database.

You can have perform a full backup of the master database. It is confirmed this SQL Server is designed to allow only full backup of master database.

But why? For differential backups to being applied on a database, the database have to is in NORECOVERY (Recovering) State. But SQL Server does does allow the master database to be restored without recovery. Master database have to is in recovered status always.
