MFC and C # connection MySQL garbled problem

MySQL database encoded as:latin1

Problem phenomenon: inserting Chinese garbled characters, and using Chinese as parameters can not get the corresponding data

such as SELECT * from UserInfo where username= ' Ted '

Workaround in MFC:

Before executing the statement: mysql_query (&m_sqlcon, "Set names Latin1");

Workaround in C #:

String Username= "Ted";

byte[] Bytesstr = Encoding.Default.GetBytes (username);
String encodestr = encoding.getencoding ("Latin1"). GetString (BYTESSTR);

Statement:

SELECT * from userinfo where username= ' "+encodestr+" '

has been tested
