The NPM scrpts command above works correctly on Mac and Linux, does not work on Windows, and Windows should be changed to

node.. /node_modules/webpack-dev-server/bin/webpack-dev-server--progress--color--hot--inline-d--host 192.168.1.101-- Port 8181

The reason is that command 1 is a shell script, Windows is not recognized, Windows can use the node command directly to start Webpack-dev-server JS file, that is, command 2, the same effect.
