Mouse Wheel plugin jquery MouseWheel

The delta value is negative-1, then the scroll wheel is scrolling down, and the positive 1 is up.

Plugin method:

1. In order to monitor the wheel event, the plugin introduces the MouseWheel event, so we can listen for the element's MouseWheel event

2. The plugin also provides an element shortcut methodmousewheel和unmousewheel用于监听和去掉元素对鼠标滚轮事件支持
