Cause: The port that Tomcat is going to open is occupied!
Workaround:
If you are using port 8080, find out which program is taking up the port as follows: "Start"--"Run"-"cmd"-"Netstat-ano" Enter the following results appear:

TCP 0.0.0.0:135 0.0.0.0:0 LISTENING 848
TCP 0.0.0.0:443 0.0.0.0:0 LISTENING 3028

Find the corresponding port is occupied by the PID (process identifier) of the program, as shown above is 5080;
Next, right-click on the taskbar, open Task Manager, you can see the corresponding PID 5080 program. Mine is Javaw.exe, because I am using tomcat to open port 8080.
Next, after you see this program, you can try to right-click the end of the process, if not the system process is occupied.
The final step, restart Tomcat, and it's all done.
(Note: If you do not see the PID of this item, please click on the Task Manager's menu bar, view, select the column, select the PID (process identifier) in the popup window, tick it OK. )
