Mysql-bin.index no found (errcode:13-perssion)

The following error "Perssion denied" occurred today when starting the MySQL server, and immediately thought of a problem with MySQL permissions.

So I went to the MySQL directory and found out that many of the owners and groups are not MySQL.

Then re-authorize the permissions in the MySQL directory

After the authorization is over, you can start MySQL.
