MySQL ERROR 1130:host is not allowed to connect to this MySQL server

Installing MySQL today encounters MySQL ERROR 1130:host is not allowed to connect to this MySQL server,

Tried a lot of ways.

Skip-grant-tables placed in My.ini [mysqld]

1. Change the login of any host

mysql> use MySQL;

mysql> Update user Set host = '% ' where user = ' root ' and host= ' localhost ';

2. Update permissions

Mysql> GRANT all privileges on * * to ' root ' @'% ' identified by ' 123456 ' C23>with GRANT OPTION;

Encountered error 1133:can ' t finde any matching row in the user table

Always be unable to use, and finally analyze the installation with a hint that a remote connection error may cause a user table error, remove all users, add a new administrator to resolve the issue.
