Oci.dll version is incorrect
Requires Instant client
Windows

Installation Instructions

Download the appropriate Instant client package for your platform (even if you are using 64-bit Windows, you must be a 32-bit version of Instant client). All installations require a basic or basic Lite package.

Attention:
Oracle 9i or above, you need Instant Client 11 or below
Oracle 8 and 8i servers, you need Instant Client 10 or below

Instant Client packages can be downloaded to the Oracle website.
