1. Check whether the Guest account is open

2. Check whether the guest user is denied access to this computer from the network

When you open the Guest account but still cannot access it at all, check to see if the settings are denying guest access to the computer from the network because XP does not allow guest to log on from the network by default, so it is not accessible even if guest is open. When the system guest user is enabled to remove the restrictions on the Guest account, click "Start → run" and enter "GPEDIT" in the "Run" dialog box. This allows other users to access the computer using the Windows XP system over the network using the Guest account.

3. Change network access mode

XP defaults to treating all users who log on from the network on the guest account, so even if an administrator logs on from the network and only has guest privileges, try changing the network access mode if you encounter an inaccessible condition. Open Group Policy Editor, select Computer Configuration →windows settings → security → Local policies → security options, double-click the "Network access: Sharing and security mode for local accounts" policy, and change the default to "guest only-local users authenticate as guest" to " Classic: Local users authenticate as themselves.
