You don't have the Nginx setting of the server's index option is not index.php (default file), so Nginx will put you
Request as a directory access, and you do not have permission to set Directory access is 403.

Nginx default is to prohibit access to the directory list, if you need to access the directory list, you need to add autoindex on;
