The problem is as follows:

The error message "signingIdentities" does not exist. check account information.

There are some under the developer account, but there is no local import (it must have been imported), and the prompt for re-import and refresh is still displayed.

When deciding to log out and apply for a new application, I decided to google it first, and finally made several answers. I chose a method to try: restart XCODE.
