Not logged on error reported during PlSql Login

With regards to the PlSql login report Not logged on problem, we have been building a web environment over the past few days. Therefore, we also need to build a PlSql to access the Oracle database. This was rarely done in the past. The first time we got this, it was so bad. Database: Oracle10 error: each time you click to enter PlSql, enter the account password, and then log on, the Not Logged on will be reported. Login figure: Environment: win7 my error solution: Run as administrator when running plsqldev.exe.
